Bucharest, 29 September 2025 – The Financial Supervisory Authority (ASF) decided, at its Council meeting on 26 September 2025, to prohibit the insurance company DallBogg Life and Health AD from underwriting new insurance contracts in Romania, starting 1 October 2025. The company's activity had previously been restricted, but only temporarily, for a period of three months, starting on 1 July 2025.
The temporary restriction measure was adopted by the Bulgarian supervisory authority, as the competent authority of origin, given that the company was active on the Romanian market under the Freedom of Services (FoS) regime. Details of the decision at that time are available here.
During the temporary suspension, ASF initiated and conducted, together with the Bulgarian supervisory authority and the European Insurance and Occupational Pensions Authority (EIOPA), a joint in-depth review of DallBogg's activities on the Romanian market. The conclusions of this inspection, combined with an analysis of the company's conduct during 2025, formed the basis for the ASF's decision to prohibit the underwriting of new insurance contracts as of 1 October 2025.
DallBogg Life and Health AD continues to be obliged to comply with the applicable legal provisions on the protection of the general interest ("general good provisions"), in accordance with the European and national regulatory framework.
With this decision, ASF reaffirms its commitment to ensuring the proper functioning of the insurance market in Romania and protecting the rights of consumers of financial services.
