Bucharest, 5 February 2025 - Payment requests registered with the Policyholders Guarantee Fund (FGA) for City and Euroins creditors could be paid at a rate of 80-85% by the end of October this year, with the rest of payments scheduled to be made in the first half of 2026.
The FGA and the Romanian Motor Insurers’ Bureau (BAAR) intervened to cover payments to policyholders, beneficiaries and injured persons, using both permanent contributions (non-refundable) and special contributions (in the form of loans).
Starting in 2025, BAAR stopped collecting special contributions and started reimbursements to insurers, with the process expected to be completed by December 2027. The gradual reduction of special contributions to BAAR and FGA will relieve financial pressure on insurance companies, with anticipated positive effects on policy prices.
The level of contributions paid by insurers to BAAR has been on a downward trend since 2023, but a noticeable reduction was recorded in 2025. If three years ago the total share (permanent contributions plus special contributions) was 5.5%, in 2025 it reached only 1.6%.
The contribution rates for FGA remain unchanged in 2025 (2% permanent contribution and 5% special contribution for general insurance; 0.4% permanent contribution for life insurance - there is no special contribution for AV).
Thus, the prerequisites are created for the phased reduction of contribution rates starting from 2026 and the waiver of special contributions from 2027, when their reimbursement to insurers will also begin.
Among the direct effects of these steps is the release of financial resources of insurers, which can be redirected to improving offers. Potential decreases in insurance premiums are anticipated, especially for MTPL, due to lower operating costs.
With the completion of repayments and the reduction of contributions to BAAR and FGA we will be able to talk about an increasingly predictable and robust market, essential aspects for investment and innovation in the insurance field.
