Press Release regarding a draft amendment and supplementation of the provisions of Rule no.20/2017 on the proof of conclusion of the MTPL Insurance

Bucharest, August 12th, 2020The Financial Supervisory Authority shall submit to public consultation, as of today, a draft amendment and supplementation of the provisions of Rule no.20/2017 on the proof of conclusion of the MTPL Insurace (Ro. RCA) in respect of controls carried out by the competent authorities.

Digitisation is a very important objective for the Financial Supervisory Authority and the proposals to amend Rule no. 20/2017 are intended to support the RCA insurer in simplifying the procedure for checking the existence of a valid compulsory motor insurance contract.

Thus, according to the draft of amendment and completion of the rule, which is being under public consultation on the Authority's website,  drivers will be able to present to the police officers, at a possible check, the electronic version of the RCA policy. Therefore, drivers will no longer need to carry the compulsory insurance contract only in the original form, on paper.

At the same time, the validity of the RCA policy can also be checked by interrogating the AIDA database, developed and managed by the Romanian Office of Car Insurers, which contains information on compulsory motor liability insurance concluded in Romania, certifying the existence of a valid RCA contract at the time of the check.

The draft amendment to Rule no. 20/2017 is subject to public consultation for a period of 10 days.
